What is the best place/ location to learn scuba diving in the Philippines?

Puerto Galera has without a doubt the most quality dive sites in the same location in the Philippines. You can find rooms from about $US15 & up, and you will pay between $US 20 - 25 per dive. The prices for courses vary.
